Phase IV and Phase V timelines: What you need to know

Phase IV of the PPL Electric Business Energy Efficiency Program will conclude on May 31, 2026, with Phase V beginning on June 1, 2026. We want to ensure all contractors are aware of the timelines and requirements for both phases. Please be sure to communicate these timelines with your customers. We understand the timelines are tight and appreciate your attention to these deadlines. Please plan accordingly and reach out with any questions.

Phase IV (Current Phase):

Project Completion Deadline: All projects must be completed by May 31, 2026, to qualify for current incentive rates. This includes enough time for Measurement & Verification (M&V).
Documentation Deadline: Submit all final documentation (invoices, photos, SOW changes, etc.) by June 30, 2026. Projects completed by May 31, 2026, but missing documentation by June 30, 2026, will not qualify for incentives.
Instant Discounts: Uploads for products sold through May 31, 2026 must be submitted by June 30, 2026, to receive incentives.

Phase V (Next Phase):

Start Date: June 1, 2026
Program Continuation: The Business Energy Efficiency Program will continue, but incentive rates, savings values and details are still being finalized. Expect more information in spring 2026.
Applications: Continue submitting Phase V applications through the current portal. An engineer will review submissions for eligibility and issue a pre-approval letter to confirm participation.

Increased incentives for SCI customers

Effective September 1, 2025, incentives for SCI customers with GS1 and GS3 rate codes increased to:

Prescriptive Lighting and Efficient Equipment: $0.10/kWh
Custom Projects: $0.15/kWh
Direct Discount Exterior Lighting: $0.15/kWh
Direct Discount Interior, Efficient Equipment and Custom Projects: $0.20/kWh

Projects that will be completed by May 31, 2026, including time for M&V, are eligible for this increased incentive rate. Combined Heat and Power (CHP) and solar projects are not eligible for this increase and remain at $0.08/kWh.

Midstream Program expansion

We’ve expanded our Midstream Program with new measures and incentives. Now, you can find incentives for projects including compressed air, refrigeration and VFDs. Check our website for the updated flyers and incentives to share with your customers. For any Midstream Program questions, please reach out to PPLBusiness@clearesult.com.

Important Instant Discounts Program update

Due to program guideline changes, LED Downlight Retrofit Kits will no longer be eligible for incentives under the Instant Discounts Program. As of October 4, 2025, LED Downlight Retrofit Kits are eligible for incentives only through the Downstream Program.

RCx Lite reminder

Retro-commissioning Lite, or RCx Lite, was introduced at our recent contractor events and is now eligible for incentives. RCx Lite is a streamlined process of building optimization for smaller buildings. Participating buildings are typically less than 100,000 square feet and include single-zone, constant-air-volume HVAC systems; small-to-medium boilers; and air-cooled or small water-cooled chillers.

RCx Lite can achieve meaningful energy savings from tuning up existing equipment, calibrating sensors and making setpoint changes. To learn more about eligibility and requirements, please reach out to Bud Fogleman at bud.fogleman@clearesult.com.
