Phase IV and Phase V timelines |
|
|
Phase IV of the PPL Electric Business Energy Efficiency Program will conclude on May 31, 2026, with Phase V beginning on June 1, 2026. We want to ensure all contractors are aware of the timelines and requirements for both phases. Please be sure to communicate these timelines with your customers. We understand the timelines are tight and appreciate your attention to these deadlines. Please plan accordingly and reach out with any questions. Phase IV (current phase):
Project completion deadline: Projects must be completed by May 31, 2026, to qualify for current incentive rates. This includes sufficient time for Measurement & Verification (M&V).
Documentation deadline: Submit all final documentation (invoices, photos, SOW changes, etc.) by June 30, 2026. Projects completed by May 31, 2026, but missing documentation by June 30, 2026, will not qualify for incentives.
Instant discounts: Uploads for products sold through May 31, 2026, must be submitted by June 30, 2026, to receive incentives.
Phase V:
Start date: June 1, 2026
Program continuation: The Business Energy Efficiency Program will continue, and incentive levels will remain consistent. See current incentive rates.
Applications: Continue submitting Phase V applications through the current portal. An engineer will review submissions for eligibility and issue a pre-approval letter to confirm participation.

New Phase IV closeout promotion: additional $0.01/kWh incentive |
To support contractors in completing active projects within Phase IV timelines, the program is offering a limited-time additional incentive. Projects that are in the pipeline or newly submitted and meet the Phase IV deadlines will be eligible for an extra $0.01 per kWh saved, added to the standard incentive amount. |
To qualify for this additional incentive, projects must meet both of the following requirements:
Construction completion: All work must be fully completed by May 31, 2026.
Documentation submission: All remaining program documentation (invoices, photos, scope of work changes, commissioning details, etc.) must be submitted no later than June 30, 2026.

Only projects that complete construction within Phase IV and submit all documentation by the deadline will receive the additional $0.01/kWh incentive. Projects that slip into June will remain eligible for standard incentive rates but will not qualify for the Phase IV closeout incentive. All other program eligibility requirements remain in effect. |
Program incentive caps (up to $500,000) and project cost caps (50% for standard projects and 80% for Direct Discount projects) remain unchanged. Projects that have already reached the maximum incentive allowed under existing program eligibility caps are not eligible for this additional incentive, and all standard program guidelines continue to apply. |

Direct Discounts for SCI customers |
Beginning June 1, 2026, incentives for Small Commercial & Industrial (SCI) customers on GS1 and GS3 rate codes participating in the Direct Discount offering will be standardized at $0.20/kWh for all eligible projects. This update eliminates the previous exterior-lighting-only incentive. All Direct Discount projects submitted on or after June 1, 2026, will receive the unified incentive rate. The Program Handbook and supporting documentation are currently being updated to reflect program updates and changes. Please be on the lookout for updated materials, which will be sent directly to each contractor’s designated program contact. |

Midstream Program continuation |
As we prepare for the launch of Phase V, midstream incentive levels will remain consistent with the current structure. Please note that one additional required field will be added to the midstream upload template. More details and guidance from the program team will be shared soon. In addition, new participation agreements will be given to all distributors in May. Please keep an eye on your inbox for this important update and ensure the agreements are completed promptly to avoid any disruption in participation. |

Upcoming enhancement: direct deposit payments for Trade Allies |
Beginning June 1, 2026, direct deposit payments will be available to participating program Trade Allies. This new feature is designed to streamline payment processing and improve convenience for our contractor network. Please note that specific program requirements and supporting documentation will be required before direct deposit can be activated. These materials will need to be completed and approved as part of the setup process. As final details are confirmed, we will provide additional information regarding eligibility, required steps and instructions for enrollment. |
